The Honorable Jim Sasser United States Senate Washington, D.C. 20510 Dear Senator Sasser: Surgeon General Richmond has asked us to thank you for your recent letter, in which you enclose correspondence from Dr. Ira T. Lapides. Dr. Lapides suggests that legislation be passed requiring a listing of ingredients on cigarette packages and that increased attention be paid to the use of tobacco additives in cigarettes. The Public Health Cigarette Act specifically precludes the requirement of any information on the cigarette pack other than the Surgeon General's warning. As you know, only Congress has the authority to change this law to require a listing of cigarette ingredients on each package Dr. Lapides expresses concern about the potential hazard of chemical additives in tobacco products. Propanedial, glycerol, diethylene glycol, triethylene glycol, and sorbitol are among the most commonly added humectants. The use of these humectants in tobacco products has raised concern among researchers. The glycols, and especially diethylene glycol, are suspected to contribute to the smoker's risk of developing bladder cancer. In addition, flavor additives, such as licorice and cocoa, are used in the production of low-tar. The selection of flavor additives from the GRAS (Generally Regarded as Safe) list and the analysis of these substances for toxicity or other biological effects are not required by law, but, we hope, are carried out voluntarily by cigarette manufacturers. Additionally, under Section 403 of P.L. 9-626, the Department has recently been directed to conduct or arrange for the conduct of a study of the relative, health risks associated with smoking cigarettes of varying levels of tar, nicotine, and carbon monoxide, and the health risks of smoking cigarettes containing any substance commonly added to commercially manufactured cigarettes.
